Ishtar for l4's you want to be fighting serpentis/gurista which basically mean helllloooo caldari space due to innately high kinet/therm resists. I've tried both shield and armor tanks, I prefer shields. I feel that ishtar should be shield tanked...

Increased lock range is good. Use a rig, saves a med slot for something else like a tracking disrupt. Could also use a signal amp but that uses a low slot, is why it comes down to a rig. Problem being it reduces shields I believe by a little bit....

Look at fitting requirements also. LSE is easy to fit, and no penalties to speed. IE. good for nano ships, or straight up max gank/glass cannon fits. See shield gank brutix,cane all nano fast ships, vaga, ishtar, stabber.
